i believe the escape valve is that the president can do what he sees fit. so just like all the other laws passed that bush decided he didn't have to follow, this bill acutally says that this is now a legal permissible thing to do. pure double speak.
1984 has come and been outdone!!!!!

I have great respect for Senator Feingold. If I were from another era I would state that I like the cut of his jibe...but I believe that he is a straight shooter. That said, I received a copy of the proposed legislation before the Senate from Senator Diane Feinstien because I sent a letter to her about the FISA Bill stripping Americans of their rights. It's possible that my education is lacking to the point where I could not decipher the fine point so of the legislation, but it appears that some of what was stated in this interview is not part of the legislation. Based on what I read, no American communication either in this country or out of this country could have their personal communications monitored by the government without a court order and approval. Here is how the legislation appears: " Requires the government to obtain a warrant before surveillance can begin. This applies to all Americans - anywhere in the world. The Protect America Act allowed surveillance for up to six months before getting a warrant. This bill ends all warrantless surveillance of U.S. persons. In this sense it is precedent setting." Also it is important to note that :"Bans reverse targeting, which was a concern under the Protect America Act. Reverse targeting would allow the government to collect the contents of telephone calls and e-mails of an American by conducting surveillance on the people with whom they communicate. This is prohibited in this bill. "
So, either what Senator Feinstein sent me is a total lie, or I really don't understand the language or Senator Feingold is wrong in his understanding of the legislation.
