WASHINGTON (AP) — The White House has systematically tried to manipulate climate change science and minimize the dangers of global warming, asserts a Democratic congressional report issued after a 16-month investigation.
Republicans called the report, issued Monday by Rep. Henry Waxman, D-Calif., a “partisan diatribe” against the Bush administration.
The report relies on hundreds of internal communications and documents as well as testimony at two congressional hearings to outline a pattern where scientists and government reports were edited to emphasize the uncertainties surrounding global warming, according to Waxman.
Many of the allegations of interference dating back to 2002 have surfaced previously, although the report by the Democratic majority of the House Oversight and Reform Committee sought to show a pattern of conduct.
“The Bush administration has engaged in a systematic effort to manipulate climate change science and mislead policymakers and the public about the dangers of global warming,” the report concludes.
It said the White House over the years has sought to control public access to government climate scientists, suppressed scientific views that conflicted with administration policy and extensively edited government reports “to minimize the significance of climate change.”
The White House called the findings “rehash and recycled rhetoric” that has been addressed by administration officials in the past. “It’s a thinly veiled attempt to distract attention from the administration’s efforts … at the Bali summit,” said White House spokeswoman Emily Lawrimore.
The report was issued as government officials from across the globe were meeting in Bali, Indonesia, to map out a strategy for dealing with climate change after 2012 when the Kyoto Protocol on climate expires. The United States is a participant.
Rep. Tom Davis of Virginia, the ranking Republican on the House committee, issued his own report disputing the Democrats’ conclusions.
The Democrats “grossly exaggerated” claims of political interference and ignored “the legitimate role of policymakers, instead of scientists, in making administration policy.” said the GOP rebuttal. It said requests to the media about science were referred to scientists.
Among the findings cited by the Democrats:
_ The White House Council on Environmental Quality, or CEQ, made 294 edits to the administration’s 2003 strategic plan for its climate change science program. It said the changes were to either emphasize uncertainties or diminish the importance of the human role in global warming.
_ Media requests for interviews with climate scientists were routinely routed through the CEQ, which often sought to make available scientists whose views were more aligned with administration policy.
_ Climate scientists’ testimony before Congress was often heavily edited by political appointees. In cases cited in the report scientists were persuaded to play down the human influence on climate change and — in the aftermath of Hurricane Katrina — the link between climate change and hurricanes.
James Connaugton, the CEQ chairman, rejected suggestions that science was being ignored or suppressed.
“This administration has an unparalleled record of supporting funding, advancing and publicizing climate change research,” said Connaughton in a statement. “Claims that this administration interfered with scientists and with the science are false.”
He said that nearly $12 billion has been devoted to advance climate change science since 2001 and that peer reviewed findings by U.S. government scientists have been a prominent part of assessments issued by the United Nations Intergovernmental Panel on Climate Change, the group of international scientists spearheading research into global warming.

Why can’t we understand that science and the Chicago School are the same thing. After all the Old Testament was good enough science for Great grandfather. Political hacks are better scientists than those who have wasted all that time getting PhD’s or worse MD’s. Bankers and lawyers really have our best interests at heart and if we say anything there is always Gitmo or an Egyptian prison to put us back on the right track.

This October I happened to visit the JPL/NASA web site and found a study on Arctic Ice melting and a video called “The Big Thaw,” which was an analysis by NASA scientists of the probable cause of the loss of Arctic Sea Ice. When asked if global warming was the cause, they said that there wasn’t enough data to determine if global warming was involved, but that that the cause of the current loss, 23% since 2005, of sea ice appeared to be due to unusual wind patterns that drove the ice southward. It is obvious in the video that these scientists are fighting for their jobs, by their body language, instead of delivering an objective evaluation of the threat of catastrophic loss of sea ice.
I recently got a form letter from Dianne Feinstein suggesting that an attempt to impeach President Bush would fail and further divide the country so that it shouldn’t be pursued. I got a letter from Dan Lungren in response to the same inquiry on impeachment and he suggested that George Bush has committed no impeachable offenses and that Habeas Corpus was never guaranteed to the American people in the constitution, but rather was implemented in statute, so that impeachment couldn’t be pursued on a legal basis, which is wrong by the way. I think that in view of the cover up of the effect of global warming and it’s acceleration, there won’t be time for the normal process of the change of the guard, the democrats are looking forward to, and that the American people are going to have to wrest control of government from the oil cartels who imperil their lives. Don’t look to Hilary Clinton to make sweeping changes in U.S. energy policy as she takes all her money from the very people who want us to believe that global warming isn’t real. Don’t look to Barak Obama to make sweeping changes either, as he won’t be ushered in with the sweeping mandate that he would need to oppose the corporate oligarchs that drain this country. It will have to be the American people who make the difference and it will have to be the American people who do their homework and who take the necessary action when it is apparent that action is both necessary and appropriate. Don’t expect someone else to save you, you’re going to have to save yourselves people. You have to act now people, as there is no more time to wait, and your elected officials aren’t ever, EVER, going to do anything.
Most likely there will be another 23% loss of sea ice by 2009. I can’t tell you what that means to global climate. I just took a class in thermodynamics, and as a class problem, we had to calculate the amount of energy required to melt 0.500 kilograms of ice and the energy to raise the melted ice from zero to one degree Celsius. It turns out that it takes 128 times more energy to melt ice at zero degrees than it does to raise the temperature of the just melted ice from zero degrees to one degree or from one degree to two degrees. That implies that after the ice melts, the sun will warm those areas which were once covered by ice 128 times more than when they were covered by the ice, and that doesn’t take into consideration that ice absorbs only 10% of the sunlight whereas the open water absorbs 90% of the sunlight, which is a nine fold increase in absorption. So 128 times the temerature increase times nine times the absorption rate equals 1,152 times the amount of warming at the surface of the arctic that was once covered with ice for each unit of sunlight that hits the earth. I don’t know if you get this, but this is a huge change in the temperature structure of the earth. This means that we have to act now. George W. Bush has to be removed from office now as he has and is putting all of us in harms way. The Iraq war needs to be ended now as global warming threatens us thousands of times more than a bunch of jihadis in Iraq, not to mention the fact that the Iraq was an illegal war in the first place. This isn’t political, this is survival and it is moral, because what is moral is what allows us to survive which is why we have traditionally turned to our spiritual texts. It is now moral to immediately address global warming. It is now moral to impeach George W. Bush, because he has threatened all of our lives which is against all of our spiritual scriptures.

No one here is going to settle the exact causes of “global warming”. But using that fact to disguise, lie about or downplay the role of man-caused errors, emissions and pollutions in that warming is suicidal insanity. The chilling specter of people with the reality-bashing mindset of extremist pseudo-theocratic statist power seeking Republicans interfering in, changing conclusions of and warping the lives of scientists studying the Earth is a death knell to our liberties. A ‘fully-informed” citizenry needs exactly and precisely that–fiull information, as do Congress’s elected tribunes of individuals’ rights. Minus these, there are no protections, a deliberately falsified policy and the license to would-be tyrants to us paranoid fear-mongering as well as withholding of facts to justify their seizure of powers. This is what happened. Even now with massive evidence of their perjury as science-bashing postmodernists, the Republicans are resorting to the same old tactic they have used for seven years of Bushite anti-science–saying “it’s not true.” “They just don’t understand.” Global warming is a reality. So is our ability to mitigate or slow down or deal with its effects. The question is what are we going to do about it–something important or nothing at all, th Bushite position. It is time to make stopping population growth, destruction of eco-zones and
wildlife and rain forests in favor of increasing renewable energy, and opposing tyranny our nation and global priorities–all three of which despite lying rhetoric extremist Republicans favor, aid lie about and abet. To paraphrase one of our revolutionary leaders, “If this be treason–then make the least of it”–”rid our nation of postmodernist reality-bashing crazies in power with their insane doctrines and failed agenda of
public-inters powers, imperial presidential infallibility and reality be-damned ignoring of individuals’ rights and balance of powers.”
