The Mexican Government is a failed narco state like it's northern neighbor. The army was scattered collecting money and protecting the narco interests. I remember flooding in the fifties and sixties, the Mexican Army was able to do good work in those disasters because it was not fighting Mexicans. The last time I did Mexican disaster relief the supplies were high jacked by the police for resale. That was after the big earth quake. Corruption is a way of life for the PRI and PAN. Sorry but it hard to help the victims of Porferioism. Mexico is a rich country held hostage by a criminal government or it a government of criminals?
